As many as 20 armed cadres of the outlawed Communist Party of India (Maoist) have laid down arms before the Odisha Police, which recently stepped up its efforts to mainstream Maoists before April next year.
A Divisional Committee Member (DCM) and six Area Committee Members (ACMs) were among those who surrendered. Among them were 10 women cadres. They surrendered in the presence of Odisha Director General of Police Yogesh Bahadur Khurania at the Malkangiri district police premises.
The surrendered Maoists also handed over to the police one AK-47 rifle, two INSAS rifles, one 7.62 mm self-loading rifle, three .303 rifles, two single-shot rifles, 150 rounds of live ammunition, nine magazines, 20 kg of explosives, 13 improvised explosive devices, and other materials.
The surrendered cadres included the Dandakaranya Special Zonal Committee (DKSZC) DCM and commander Linge alias Muye Madkam; ACM and commander Baman Madkam, ACMs Sukka Muchaki, Aitu Aulami, Kosa Kabasi, Bati Madkam alias Anju, Jogi Muchaki, Rita Podiam, Jogi Sodi, Bhime Kalmu, Mangli Banjami, Joga Muchaki, Adame Muchaki, Madhvi Kosa, Kunjam Ura, Mada Madhvi, Muchaki Adama, Deba Madhvi and Arjun Madhvi.
Sagar alias Sanna Punem and Someya Midiam, members of the Andhra–Odisha Border Special Zonal Committee, and Anila alias Budri Midiam of the Gadchiroli Area Committee also surrendered before the police.
As per the Odisha government’s new surrender and rehabilitation policy, financial assistance amounting to ₹1.84 crore will be provided to the 22 cadres. In addition, ₹25,000 each has been given as immediate assistance.
According to the Odisha Police, they will also be provided houses under the Antyodaya Housing Scheme, ₹25,000 towards marriage assistance, health insurance provided by the Centre or the State government, ration cards, and other benefits. All legal facilities, security, and rehabilitation support will be extended as per government policy.
“The surrendered Maoists were earlier actively involved in violent activities across different parts of the State, including attacks on security personnel and destruction of roads and government property. Several of them also had serious criminal cases registered against them in different police stations,” the police said in a statement.
“The government would provide all necessary support to enable them to live a dignified life in society. We also appeal to other Maoists to abandon the path of violence, surrender before the police, and lead a normal life,” said Mr. Khurania.
Additional Director General of Police (Anti-Naxal Operations) Sanjeeb Panda; DIG (Special Intelligence Wing) Akhileshwar Singh and DIG (Southern Range) Kanwar Vishal Singh were present on the occasion.
Increased and sustained pressure by security forces, disillusionment with the ideology, leadership vacuum, lack of local support and the new surrender-cum-rehabilitation policy of the Odisha government were said to be reasons behind the surrender.
