As UK and EU cyber regulations tighten ahead of 2026, organisations face a hard truth: compliance cannot be achieved without continuous visibility into their IT estate. Static audits and internally verified controls are no longer sufficient, they need the assurance of real-time validation of their security exposure.
Across the UK and EU, 2026 is shaping up to be a decisive year for cybersecurity governance. There are multiple regulatory changes on the horizon, with updates to the minimum standards under Cyber Essentials due to take effect in April, while the UK’s proposed Cyber Security and Resilience Bill is set to raise requirements around operational accountability.Â
Meanwhile, the European Commission has proposed a Digital Omnibus Package that includes refinements to key legislation, including GDPR, NiS2, and the Data Act.
As the landscape shifts, it’s clear that compliance is no longer about documenting policies or passing audits. Regulators increasingly expect organisations to demonstrate that security controls are actively enforced and effective.
This means it’s more important than ever for organisations to get the fundamentals of security and risk management right. In order to do this, they need a clear view of their IT assets so they know exactly what they need to protect and where their exposure lies.
The visibility gap at the heart of compliance failure
For many organisations, getting a clear picture of their security exposure still involves a worrying amount of guesswork.Â
Basic questions often lack clear answers: How many devices are active? Where is endpoint detection fully deployed? Is multi-factor authentication enforced everywhere? Without a reliable denominator, reported metrics can create false confidence. If you’re not accurately measuring it, how can you convince the regulators? And equally importantly, how can you be sure you can keep cybercriminals out?
This uncertainty isn’t typically a lack of investment, but a lack of visibility.
We find that organisations frequently claim near-total deployment of critical controls without verifying the total number of assets that need protection. On paper, it looks like they have 95% of their environment covered by monitoring and detection systems. But what these deployment numbers don’t show is how many undocumented systems are operating outside of formal oversight, or how many monitoring systems have been misconfigured.
This is the visibility gap. A network that appears compliant on paper but contains blind spots in reality. While it might look good at first glance, it won’t stand up to regulatory scrutiny – and puts a target on their backs from cybercriminals.Â
Why point-in-time compliance is no longer sufficient
These gaps are compounded by the fact that compliance has long relied on periodic audits and certifications that provide a snapshot of posture at a single point in time. Yet modern IT environments change daily; devices are added, cloud instances shift, and access rights evolve. Organisations need to be able to track these changes continuously to maintain an accurate idea of their risk exposure.Â
Some schemes, such as Cyber Essentials and many ISO-based standards, also count on organisations carrying out the checks themselves, whilst relying on point-in-time verifications.Â
This leads to a false sense of security. A certificate confirms that certain checks were satisfied once, however, it doesn’t prove that controls are consistently enforced. Although a certification badge looks impressive on a website, it can mask the actual effectiveness of an organisation’s security controls.Â
These point-in-time compliance models are increasingly outdated as the regulatory environment focuses more on provable resilience and accountability.
Prevention as governance across the ecosystem
Evolving compliance requirements also reflect the fact that regulators recognise that cyber resilience underpins business resilience. However, the accountability for cybersecurity can no longer sit solely within technical teams and boards are expected to have oversight of their company’s operational resilience.Â
Yet, security and resilience plans still typically focus more on detecting breaches than on preventing them. Detection remains important, but even the most advanced tools often only confirm that an organisation was one second too late. In an environment where ransomware can encrypt systems within hours, that delay carries significant commercial consequences.
This requires a strategic shift from detection performance to prevention performance. Boards must be able to answer fundamental questions with confidence: which assets are protected, which are not, and how quickly security gaps can be closed. Leadership should actively measure and report on breach prevention, treating it as a core performance indicator. Â
That responsibility extends beyond the organisation’s own perimeter. Many major breaches originate within suppliers or service providers, and threat actors are actively targeting these connections to avoid security defences. Yet organisations are making critical decisions about their suppliers’ security based on unverified assurances or questionnaires which offer little meaningful validation.Â
Moving from assumption to evidence
Organisations must move from taking it on good faith from third parties that they have effective security controls. Continuous monitoring creates a living inventory of devices and accounts, validating whether controls such as endpoint protection and multi-factor authentication are operational. Automation is essential here, and manual processes cannot keep pace with dynamic estates or changing regulations.Â
As compliance requirements tighten across the UK and EU, the organisations best positioned to meet them will be those able to demonstrate, with consistency, that their defences are working.
